I would rather build an b20 bottom end to get a b20vtec and let the dissplacement do the work!
a b20
rs itr spec pistons
shot peened stock rods
block guard
crvtec kit
arp rod bolts
arp head studs
acl bearings
gsr oil cooler
gsr girdle
gsr w-pump
gsr oil pump
a full rebuild with new seals, gaskets, bearings, rings
reworked and balanced bottom end
tune

He stated that he doesnt want to go "all-out", and by that I would guess he doesnt want to tear the engine out of the car and swap a whole new block in.
I wouldnt consider having an engine builder put together a b20 with mostly oem parts to be all out!
IMO all out is more like stage2-3 cams, massive head work, itbs, 160hp per lt out of a N/A etc!
besides pushing an already lazy 17year old b17 more with cams and stuff would probably not be that good, atleast not as good as what an built b20 can be.
I doubt he can do any of the stuff you count, so in that case i dont see a big difference between having some guy build you an head vs bottom end! I would rather push the dissplacement up to get %20 more power than to expect that same gain from the 1.68 he has, which has 17 years on it!
but thats all preference anyway so GL!

V8_eater has a point...it would be better for him to go ahead and get the bigger displacement and yank that 17 year old motor out of there. just by doing head work will not give you the power because you will not have the compression to push the cams...my boy build his b17 head but did not do his block and gain little to no hp...stock b17 compression is like a 9-1.....so yeah op please clearify what you mean by all out.....
Of course going with larger displacement would be a better option. But when someone says they dont want to go all out, they probably dont want to tear the engine out of the car.
