Default what rpm to set at lauch for 99 si

i want to know which way possible to get a best reaction time for 1/4 mile n street.

That is not enough info man. What kind of tires are you using? Do you have an upgraded clutch? Stiffer suspension?.... It is really up to you. You can set it higher at like 5K and have some good wheel spin then gain traction or you can set it lower at around 3K have a little bit of spin but catch then climb to redline
