Default whats happening with my brakes?

its a 92 civic cx hatch
my car has been sitting for over a year
i took it for a drive and the brake feel really really stiff and don't slow the car down at all. It slows to a stop really slowly..and then i parked in my driveway which is at a incline and let off the ebrake and let it out of gear and the car didn't roll at all...then i got it and out of nowhere it started rolling back..idk whats goin on. I'm thinking the brake booster but i'm not sure..any help?

Your pedal is hard all the time? Try this... pump up the pedal to where you have no assist left in the booster (hard pedal). Hold it down and start the engine. The pedal should sink a little bit. If not, your booster's ****.

As far as your e-brake is concerned, I'm assuming that you still have drums in the rear, take the drums off and adjust and clean the rear brakes. Check for leaking. If you can, lube your cables, too. Check the equalizer and lube if necessary. I would think that would probably solve your problems. Of course, if your wheel cylinders are blown, you'll need to replace them and possibly new shoes.
