My friends turgo gsr puts down 251 with 7psi. He gets 30mpg. By not boosting everywhere you go, you can use the turbo help the efficiency of the engine. With the turbo my friend is able to get 0 vaccum at 1/4 throttle. With little load, no boost, and 0 vaccum the engine is breathing very well. Best of all, if you want *** whooping power its there, at the price of fuel economy. Its totally streetable.
Turbo's actually help clean emissions with the right fuel setup. A greddy turbo kit cleans emmisions down to a third of stock.
A high compression all motor car can end up with higher cylinder pressures than a lower compression turbo car producing twice the power. Reliability is affected by many things and one is cylinder pressure.

For reliability nothing but stock to be absolutely safe.
That being said if you want power and you aren't afraid of tearing something up then look @ it like this.
Turbo for power
S/C for a bolt on solution cost effective solution
N/A for something that is more challenging and rewarding @ the same time.
They cost alot done the right way. Turbo costs the most but you get more power gains from it. S/C to me is a waste of time when you can get almost the same power from a N/A car.
