Default The best bang for my buck...4k to be exact

So I am selling my car this summer and hope to pick up a 94+ GSR. I wanted some input on the best way to make a decent amount of whp with 4k. The car will be a daily and track driven. Im looking to get at least 170-180whp if possible and eventually up it into the 200whp range when I get some more money to dump. Any wise suggestions would be appreciated.

Cams $300-700
valvetrain $200-400
higher cr RS machine pistons and rings $180
Bearings $60-250 acl vs. oem
good flowing header $400-1000
Exhaust $300-600
cold air intake $25-100
aftermarket intake manifold 150-400
good tune 200-400
if you can afford it, headwork $600-1,000
180-200 whp on $4k, assuming you can do some of the work yourself, your in good shape.
Low end you're looking at around $2000 high end around 5,000. These are rough estimates but you get the point.
A budget build I built for my buddy made 185 whp.
GSR motor, RS Machine 81.5mm pistons and hasting rings, acl bearings, skunk2 stage 2 tuner series cams, supertech springs and retainers, skunk2 intake manifold, aem short ram intake, edelbrock header with 2.5" collector mod, 2.5" kteller exhaust, tuned on chrome. Total build cost just under $2000 with the bore and hone and I did the engine assembly and installed the motor.

Thanks for the breakdown. I priced cams,gears,valves, springs, retainers, pistons pins and rings, s300, bearings, and exhaust so far but i know i can find alot of the products im looking at cheaper. Thanks again

If you use these pistons, your CR will be a lil higher.
