But what is the black electrical tape all about?

ppl run an X in tape on their lights if they are on a road course so if they bump someone not as much glass falls out onto the track.

i'm guessing in this case its just for show, and to ruin the light discharge.

lame IMO. Unless you're on the track take it off.
