Icon6 96 EK Coupe DX with a dead speedo.

I'm new to EKs I just bought my first one. I finally decided to stop buying EFs. I can't handle the age issues with those cars anymore. I bought this one of my brother and we both knew the speedo was dead. He told me it was as simple as replacing the VSS and it should work fine again. He based this of a previous experience with a friends EK hatch.

No CEL or anything like that. The speedo sticks to 30kmh when I'm driving. When coming to a stop or beginning to accelerate it goes up and down from 20 to 40 but always balances out to 30kmh. Once in a blue moon, it works just fine. I'd say, 1/3 of the time it works fine. Now I do alot of driving (100kms a day at least) and I would really like to have my speedo to help me control my speeding. I've replaced the speedo with a known good one (it's a B series but I changed the gear shaft with the D series one) and I got the same problem. At first it looked fine but eventually it went back to how it was.

I want to take a volt meter and meter the voltage coming from the VSS when it's working normal and when it's not to see if it's the VSS or something else (wiring, ECU). What should be the VSS signal output at 0kmh, nothing? Anyone else have any ideas?
