i have a 91 civic hatch and it has a D16A6, im getting the codes 8,10,13 how can i fix this. also it dnt go past 75mph because it starts to bag out.

You have to find out what those codes mean.

Looks like you have some bad sensors.

Your car is bogging because the ECU is in limp mode, so try to stay off speed racer status until you clear your CEL.
