Default failed my emissions because of carbon monoxide how to fix?

i have a completly stock 90 integra that i just buaght and i changed my oil with full senthetic and my radiator fluid. i went to washington state emissions and i failed the co% aka carbon monoxide what can cause this what do i need to replace

You could have a number of issues, including catalytic converter efficiency, oxygen (lambda) sensor, or any other fuel metering device.
