For the springs more or less... yeah... Although it is strongly advised that you put on new shocks either at the same time as or soon after you replace the springs... (cheaper at the same time though) and when it comes to exhaust you are looking for this answer. A cat back exhaust basically refers to any exhaust that is replaced after the catalytic converter. This is a 50 state legal modification. However the exhaust is separated into three parts, headers catalytic converter (cat) and exhaust/muffler. I hope this will help but also note one thing... some states/counties/cities have noise laws so watch out... you may have to check with local authorities on sound laws... generally its around 92-95db (the equivalent to a rock concert). Hope this helps and welcome.

Catback means the exhaust from the cat-back... So from the Catalytic Converter to the back of the car.
Axleback means the exhaust bolts on to the exhaust pipes.
To lower the car you'd need the springs or coilovers. If you plan on lowering it more than 1.75" it is recommended you buy aftermarket struts. KYB Koni and Tokico are the best bang for the buck struts.

Don't get me wrong you can lower your car without aftermarket struts, but i wouldn't recommend you'd go lower than 2.25" without aftermarket struts. Your OEM struts will blow fast.

They don't bother you much for ride height, exhausts and tint is what they are worried about.
