2000 civic LX auto won't up shift to 2nd @ WOT
I have a 2000 Civic LX auto, stock, that will not up shift to second gear under hard acceleration, with pedal close to or at the floor. The car has 99000 miles and is well maintained. When accelerating the RPM's go all the way up to the rev-limiter with out shifting. Also on a recent drive in the mountains on a very steep road it would not down shift from 3rd gear, even when manually moving the gear selector lever.
There is no check engine light on, the tranny fluid has been changed and is at the proper level, fuel filter is not clogged, cap rotor plugs air filter and oil are all in good condition. There has also been a decrease in gas mileage from 32mpg down to 26mpg. There does not seem to be any power loss, just mpg.
There is no manual kickdown type of linkage to the transmission on this model.
Any suggestions on what to check would be appreciated.

have you had any issues previously with your tranny slipping?
when you are in reverse and moving, as you come to a stop, and switch into drive to go forward, does it continue to roll backwards a good amount? even when you are starting to get into the gas?
so your basically driving around in 1st gear in the auto? a lil 1st gear torque for around town? hehehe

No previous tranny issues, no slipping, no excessive roll back when transitioning from reverse to drive.
I failed to mention that it does up shift normally under low to moderate acceleration. The problem only occurs when the pedal is pressed close to or all the way to the floor.
