Default CRX Gauge cluster light issues

Hey guys, new here first post. I just picked up a 89 CRX dx with a little exhaust mod, and intake manifold from an si block. I am having issues with the gauge lights and the tach. The gauges lights don't turn on, but the other panel lights turn on. Suck as the check engine light, door light etc, all those little lights there. The blinker lights work and so do the climate control lights. The tach jumps up to 800 rpm when the car is turned on, and doesn't respond to anything. The back lights for the gauges don't turn on.

To try to solve the issue, we checked the fuse, and checked the dimmer (yes it works, it dims the climate control lights) we checked all the bulbs, and we sanded any corrosion off all the contacts on the gauge cluster and still nothing. Any tips on trying to solve this?

Thanks!

BTW I did RTFM and search before I posted.
