Build and boost. I believe its better to build an engine you already know very well already. Trust me I own a B16A3, and what you would pay for my engine, you could build your car into 200 whp, while I'm stuck at 155whp.

I am in the same delima, build the D or swap a B, and right now Im leaning towards the D. I think going all out and not cheap, boosting a D will be more than an N/A B, but it should be worth it
I am guessing you have OBD-I since you have a z6.
I would piece together a turbo kit and chip/tune.
Read up about home made turbo kits
Search the marketplace and ebay for good deals on quality/decent stuff
When you have everything, make sure you have enough money for a chip/tune

Turbo I plan on using for my D is out of the 2nd gen (pretty sure) Eclipse GST. Saw a write about it in HT awhile back. How To : Honda Horsepower has couple budget builds in it also if you want reading material.
To be honest, with little money and little to no experience in building cars, I would advise against going turbo. Not yet atleast. You should definitely take a look around the FAQ thread that is stickied in the top of the forum.
