Does it appear to have air / tiny bubbles in it?
That's the only way that i can think of (except, of course, being over-filled) that this could happen; pumps cavitating, injecting air into the fluid - expanding it's volume.
Now, the question is why is this happening?
Three (3) possibilities.
Pourous Hose on the suction side of the Power Steering Pump.
Restricted/clogged system filter in the bottom of the Reservoir.
Worn Pump shaft bushing/seal from an over-tightened drive belt.

Let me know what shape you find the fluid in.

I've found that if my car is on jacks, and I turn the steering rack from the wheel (tire wheel, not steering wheel) enough times, which can happen alot when doing a brake job, replacing ball joints, etc., the baffles in the steering rack itself (the one's that utilize the pressurized fluid to assist, or "power" the steering), will pump fluid back into the reservoir, and without the engine on and the PS pump running, will in fact overflow through the cap.

The question would be, is it overflowing while the engine is running, or when you're messing around with the steering while doing maintenance on jacks or something? If while running, I'd check the things P Adams suggested.

If it happens when you're doing a brake job and turning the steering knuckles by hand, just keep an eye on the reservior while you work, and turn the engine over every so often if the level gets too high. That, or you can get a socket and ratchet for the nut on the end of the crankshaft where the accessory belt pulley is, and turn it the direction the motor runs to force the pump to draw some of that excess fluid out of the reservior, and back into the steering rack/high pressure side of the system.

Hope this helps.

The front of the pump is the suction side. The front seal is worn. Replace the seal. Remove the belt, Remove the pulley (reverse thread), Pop out the old seal, Pop in the new seal. Install the pulley and belt. this wil fix it. Ive done at least a thousand of these!
