I'm not sure what you mean "basically 15x7". The 15x7 refers to the diameter and width of the wheel, not the tire. And it's measured at the bead, where the inner edge of the tire seats. If you measure the outer edge of the lip of a wheel, it's usually about an inch larger than the nominal dimensions at the bead; for example, on a 15x7 wheel, if you take a tape measure on the outer lip, the diameter will be around 16" and (if there's no tire mounted on it) the width will be around 8". But it's still considered a 15x7 wheel.
Most 195/50-15 tires can be mounted on wheels from 5.5 to 7.0 inches wide, which is why they are just fine on 15x6 wheels.

For autocross and racetrack use, there's a practical benefit. Some people roll their fenders and put on superwide 225/45-15 tires - R compound track tires, like Hoosiers - for competition use. Tires that size need to be mounted on rims at least 7 inches wide.
But for street use with street tires in street sizes, there's no significant practical advantage.

You can use either one; the differences are mostly minor. For example, the change in the speedometer and odometer is 1.6 percent, which is small. Any differences in weight and performance are also likely to be small. About the only difference that's not likely to be small is the availability and price of tires. Some tires come in only one size and not the other. Some tires come in both sizes, and of those, some are cheaper in 195/55 and others are cheaper in 205/50.
