What kind of car - model, year, version, etc - will they be going onto? Remember, proper fit depends on the CAR, not just on the WHEEL.
Also, you can get tires that are just as good for far less money, brand new from a dealer with the full warranty from the manufacturer...

For the tire sizes used on the '99 Civic in North America, those tires would be too small. The stock tires from the factory on the '99 Civic were 185/65-14 or 195/55-15, and the proper 16" size would be either 205/45-16 or 215/45-16. NOT 205/40-16. If your car came with 185/65-14 or 195/55-15, then 205/40-16 is too small for your car.
Here are prices (in USD) at the Tire Rack for 205/45-16 tires:
BFGoodrich g-Force T/A KDW $136
Fuzion ZRi $88
Yokohama S.drive $93
These are all summer tires and very similar to each other.
Almost as good, and even less expensive:
Dunlop Direzza DZ101 $74
General Exclaim UHP $71
