ebay vs. brand name
ebay springs arent actually tuned for the car they go on. They just have springs coiled to a certain height and diameter and sell it for whatever it will fit. They aren't dangerous exactly, I've never heard of one breaking. They will be too stiff and prolly hurt more then they would help. There's a reason name brand suspension costs a pretty good bit

Springs are not "bouncy" simply because they are not name brand. You think of no-name "eBay" coilovers as bouncy because the cheap@$$ people that buy them typically install them on stock shocks or stock-replacement shocks like Tokico HP or KYB GR-2 shocks. Those shocks cannot handle the stiff springs, get blown out, and thus ride/look "bouncy".
I remember a few years back when H-T mod "B18C5-EH2" made a thread about replacing some guy's shocks with Koni Sports and installing his same eBay coilovers on them. I can't find the thread now, but I think the conclusion was that it was a decent setup.
Oh I've seen a few sleeves mushroom and split, but they may have been installed incorrectly.
