Default Seat Belt Reminder Circuit

Can someone help me find the seat belt reminder black box? 1989 Accord, LXI. The manual I have shows it next to the heater case on the driver side under dash. Not there. There is something wrong in the circuit somewhere because no matter what the reminder light stays on. Checked the belt switches on both seats, they checked OK . Any suggestions or help?

Pretty sure seat belt chime and warning light are controled by the ICU, normally mounted to the back of the under dash fuse box on Honda/Acura.
The chime itself may be mounted in a diff. spot. 94
