Default HID'S only working on Hgh Beam

To make things as simple as possible, i purchased a conversion kit on ebay a couple of weeks ago, and i installed them today on my 93 civic and they only work if i put the high beams on, does anybody know what could be the issue.

Yes, you have the wires mixed up.
So, there's only power when you hit the hi beams.
The hi and low beams in a 93 civic works as follows.
They use an H4 bulb that upon activating the low beam, only one filament powers up. Upon switching to the hi-beams, that low beam filament inside the bulb powers down and the upper filament lits up.
In your case, you might have the low and hi beam wires mixed up.
Just switch them around
