Default Temp help. vtec and idle

A friend of mine has a problem with his b16a.
I believe the problem could be a temp sensor.
But here is where i get puzzled.
The motor warms up and the dash temp needle sits as usual around half way.
But the car still idles like its cold as in 1200 rpm. and also vtec solenoid is not getting 12volts.
After approx 25-30 mins driving/ idleing. The revs settle to just about 1000rpm( still a little high and tried to adjust) And The vtec solenoid will now get its 12v.
So to summarise my query. How many temp sensors does the b16a have? and which one feeds the information to the ECU? I believe the ECU is recieving a distorted/corrupt reading.
Therefore causing the high idle and ack of vtec.
BTW this is completely stock.

Any ideas lads.
i cleaned the throttle body and replaced the gasket. then checked the IAC and cleaned the unit with the two water pipes attached to the bottom of the throttle body. would i be right in saying the single wire sensor that screws into the head directly underneath the distributor is the water temp sensor? Is there a second one for the ECU? The ECU is obd2 so meaby i will check the voltage/resistance in the pin on the ECU any1 know what it should read at operating temp?

The temp sensor is a passive sensor which means it requires reference voltage so it should 3 wires running to it. A ground a signal and a wire for reference voltage. Unless of coarse it is bolted to its ground which to the head is but it still has to have 2 wires. The sensor you are talking about is bolted to the head but it is still missing a wire. That is most likely a knock sonsor. I would have to say check all the vacuum lines and make sure none of them are cracked or unhooked. That is the only thing i can think of with the idle and i am really not farmiliar with v-tec but i would think that the two things are probably unrelated.
