paint chopped. how do i prepp to fix it? sand all? or flake all?
the paint on rear bumper chipped when backed into my moms car pretty hard. now i want to prep it for painting. how do i go about it?
*the paint is strarting to ripple-chip.
do i chip it as far as it goes? then just paint that area? or di have to paint the whole bumper? some one please help!

you have to remover the paint in those spiderwebbed areas. Once you do that feather edge everything so its a nice uniform height. Primer and paint
