i have a 2003 accord ex v6
this sound started about 2 weeks ago
the mechanic thought it was the serpentine belt so i had it changed but its the same
it sounds like its coming from the passenger side under the hood
its especially loud when the cars cold but never goes away even when the cars warmed up
the sound gets louder when i turn the steering wheel (either way, left or right)

Alternator, Power steering or A/C pump. Get it checked at your local dealer, should be under warrenty.

 

power steering pump or bad o-ring or low fluid

Also, make sure your wife/girlfriednd is not in the car with you.
I always get a ton of whining whenever my wife is in my 08 Accord with me.

I resolved the issue by leaving her at home whenever possible.
