wut r the most ovious things that can cause an accord to run rich , my car comes up as a gross poluter during smog check but i cant figuare out y , thanks

sorry about that it is a 90 honda accord , not a 89 it is a typo

so how do i test the problems , oh yeah my check engine light doesn't work , would that be the bulb or could it be some underline problem causing it to malfunction

 

Very little change that that bulb burned out by itself.
Does it temporarily light as you're turning the key to start?

when the car starts up they light doesnt come on , i didnt pass the california emissions test because fo thast so i am really wondering wut i should start out by doing first becasue i looked at the blub and it seems to be soldered into the circuit board , thank you for all ur help
