Ground Control adjustment.
Well my car is getting insanly bouncing so i was about to buy some tiens basic but i found out that my car has ground control. If it was you would you just buy new shock or get the tein basics.
also i had trouble adjusting the height for the control. is it easier to do it with the car off the ground or take it out and redo it. i tried but the spinning thing wont move at all??

so do i have to unscrew that little bolt or i dont have to?
and another thing if i want to replace it i could just buy shock and but them on?

Wow, you need a middle school english lesson.
The little bolt on the adjustable spring perch needs to be loose for you to turn it. It clamps the perch down to the threads so it won't move. You should be able to easily adjust them with the tire off the ground and suspension unloaded.
If your car is bouncing all over the place, I'm guessing you are running on stock shocks. Get new shocks, decent ones. Try Tokico Illuminas.

Ground controls are really good springs, one of the best actually. Check what spring rates you have in the front and rear and upgrade your shocks. It looks as if you still have the stock ones. Id recommend Koni Yellows with the Ground control springs.
just take the wheel off, loosen the hex screw and you can adjust, its too simple.
another possible reason why you cant adjust it is because of debris in between the threads. If youre the original owner(which i doubt), i think gc promise that their springs wont become bouncy or theyll exchange it for you. not certain but i know they have lifetime warranty

well the shocks are Tokico i know that for sure but i wasnt the one who installed it so i dont know when it was done. its blown i guess. and for that hex bolt i cant loosen it. the hex i use strips (not the screw). well so i can buy any 99 civic TOKICO HP 4 shock and it would bolt right on or is there a specific one i have to buy?

Looks like stock shocks to me. Koni yellows are the best. I had tokico blues and ground control before, those shocks were the cheapest aftermarket and it rode pretty good.

Yep, Tokico HP's are junk for performance suspension, especially super-stiff coilover springs.
You can keep the GC's you have now and install Tokico Illuminas for a very good setup. You could also go with Koni Sports, but you would have to get adapters from GC to fit the sleeves onto the Koni shocks, if they still have the adapters available. If not, you would have to get Koni-specific GC sleeves.
Either of those will be cheaper and probably at least as good, if not better, than Tein Basics.

The Koni specific GC sleeves are the Ground Control Sleeves that are specially built to be used with koni shock absorbers.

If the setup you have now is for tokico, you do not have koni specified sleeves. I do not know which sleeves you have now, but most likely you cannot just press adaptors into them. If you can post pictures of your sleeves. I could let you know for sure, if that helps you at all.. In some cases, we do sell koni conversion kit that includes sleeves and perches, specifically for koni.

But even with that single layer of electrical tape, the sleeves were a huge PITA to get off of the shock later on.
Is that different from what I have pictured in my write-up (link in signature)? I have heard of Koni "adapters" for GC sleeves, which is what I thought was sold back before the Koni-specific sleeves were released (the ones I had with the machined lip to fit the Koni snap ring).
Nope, they are the same sleeves and perches you have in your write-up. We have sleeves that can be used with "koni" adaptors; but they are not the sleeves that we send out for a car with stock, tokico, kyb, etc type dampers.
