Default f20b in a 6th gen, emissions and fuel question

My motor and transmission are going out at 164k miles. Looking at dropping an F20b w/auto trans into my 98 accord, only because I found one for the same price as a replacement f23 motor/trans.

Before I purchase anything, does anyone know if the f20b w/matching jdm obd2 ecu will pass a US obd2 smog test (maryland specifically)?

Does the f20b require 93 octane or can it run fine off of 87?

Thanks
