Default Accord Ex 1993 CO & NO level- Auto 190k

Hello all,
What causes the CO & NO level in my accord to be so high?
Readings were almost double the limits.
I noticed the car has what it looks like an off road catalytic converter.
Could it be the cause?
you help is greatly appreciated.

Also, I found an old catalytic converter (honda). If I look through the front end toward the back end, I only see the light in about < 0.5" diameter. What i am trying to say is the opening on the converter is about 1.5" in diameter. Is this converter clogged?

Thank you

The o2 sensor can have adverse effects on the CO and NOx levels (both the element part, but the heater as well)
Reference Material:

In addition, High NOx can also be caused by anything which increases Combustion Chamber tempuratures. Like:
Vacuum leaks
Insufficient EGR operation
Clogged EGR ports
