JDM 4-1 with full 2.5" exhaust, cam gears, VAFC, FPR (maybe), some weight reduction, and getting it tuned very well would be one way. Another way to beat him would be to invite him to the grocery store, fill the ITR with a keg, 300 cups, 3 bags of ice, and 5 cans of pringles, and then take 3 girls home with you.

Best advice for you is to detach your ego from your car. Spending money to be faster than so and so is only a bottomless pit. Someone will ALWAYS own a faster car than you because someone always has more money than you. Spend your time becoming a better driver if that's your game. If you take away the car you'll still have your skills.
Furthermore, trying to be faster than everybody is only going to make you more likely to crash your car, get tickets, get dead, etc.
But to answer your original question, forced induction is probably the easiest way to gain speed. A supercharger will more than likely give you the speed you speak of.
