Default Failed Inspection due to suspension

I took my car in for a inspection today and failled due to the suspension/ tire having alot of play with the lift the car up and move the tire around , so much play that the steering wheel was easily moving around when he was moving the right tire from left to right .

he didnt take a look to see what the problem was he just failed me and told me to get it checked out. he did told me it might be the lower control arm bushing. i havent taken a look at it yet and not sure what it might be. my brother said it might be the Loer control arm or the tie rod. . anyone every had this problem what do you think it might be?

generally speaking
shake left to right play is rack ends or rack issues
up and down play is bearings .

lift the car, have a friend shake the wheel slight to feel the play, and hold various suspension parts until you know where the play comes from
