1992 honda accord lx failed smog test

1992 honda accord lx failed smog test
Hey, was wondering if anyone could troubleshoot my high emission test for me in the state of California. Everything passed except the CO (%) test. Here are the stats.
Measure=1.21 Max=.74 @15mph/1833 rpm
Measure= .94 Max=.62 @25mph/2429 rpm
The smog guy told me it could be the o2 sensor but at the top of the paper it states that it passed. Dont really have the money to replace a bunch of parts. Could dirty oil be the culprit? Or could it be a dirty air filter? The car has 243k miles and has all the original parts. Like i said all the visual and functional checks passed, its just the CO(%) is alot higher than the max. 15mph-rpm1833-co2% 14.1-o2% 0.0- HC 52- CO(%) 1.21- NO 331
25mph-rpm2429-co2% 14.2-o2% 0.0-HC 85- CO(%) .94- NO 355
15mph-rpm1833-co2% 14.1-o2% 0.0- HC 52- CO(%) 1.21- NO 331
25mph-rpm2429-co2% 14.2-o2% 0.0-HC 85- CO(%) .94- NO 355
