Post H22 swap heat issues

I have a 94 accord ex 5 speed with a h22a1 swap, when the car gets up to operating temp which its alittle under the halfway mark, the car blows luke warm air through the vents, never gets hot air even when im driving. I changed the theromastat to a 180 degree and put fresh coolant and still no luck, even made sure the coolant was bled and air bubbles were out. Could it be a bad heater core, i do also have a bad IACV but i dont think that would affect it. Anyone have suggestions let know.
