Default Bogging in 3rd and 4th gear

My friend has a 01 honda accord ex manual....he said when he revs in 3rd and 4th gear it boggs. I'm thinking it might be spark plugs and wires. What do u guys think??

If he hasnt changed the spark plugs or wires in the last 30k miles, it is time to do so anyway. He can take them out and look on them to see if the plugs are fouled. The car does bog when the spark plug wires go bad, but it does not only do it in specific gears.

do the basic maintenance. spark plug/wires, timing, valve, filters, etc.

this probably isnt the problem: but my older bro used to have a b16 swap where the o2 wires and some other wires near by were swapped on accident, causing the car to bog above a certain rpm for a little bit.
