well honda doesnt sell them for our 88-91, so im wondering can i use a 92+ harness, will it bolt up to the 90-91 fog lights, also can i use the crx switch or do i need to use the 92+ civic switch...
Make your own. Its not hard. The switch you can get from Honda Automotive Parts.
I think there are three wires on the switch, ground, constant power and switched power. You should run a fuse, 15 Amp, on the constant wire that is connected directly to your battery. Good Luck.

but doesnt the wiring harness include wires to make the fogs turn off when you hit the high beams, and they turn back on when lows are on...otherwise i believe the are illegal
My guess is that it would work. You may want to call the dealership and get the two part numbers. Comparing those will tell you a lot.
