Default steering wheels issue?!

well to give a little backround, made a huge mistake and bought a car with a swap (instead of buying a stock crx and doing it myself). Well the problem im having is that when im driving at higher speeds the steering wheel kind of makes a ringing noise and its very annoying, I can help it a little bit when i push on the bottom of the steering wheel. I didnt know if the problem would be if its not straight or is just better off getting a aftermarket wheel

also another problem (electrical). The brake lights dont work and after some diag into it found that its from the battery to the fuse box but dont really want to dig throught the whole thing to find out where its from. Was thinking of doing some ghetto wiring and was thinking of connecting a wire to a live fuse (but one im not really using, like sunroof) and then connecting that to the brake switch, just an idea and would be thankfull if someone could chim in with some comments, thanks

sorry, cars a 1991 crx with a B series swap
