Civic DX with a D15B7 engine and 181k.
Is there a way to connect my OBD output to a USB cable so that I can use laptop software instead of buying a scanner?

 

why would you use a scanner? Are you trying to get codes? Go to the sticky at the top of the forum and it shows how to jump the service connector and flash them (which i think is the only way anyways, obd2 and up is "scannable".
