What counts a "Warmed Up"?
Basicly what counts as having your car "Warmed up"?
Oil temp? colant temp? a combnation of some things?
I have always heard 3-4 min, but would that apply when the car was running and has just been parked for half and hour? what if its 15 deg outside, is 3min enough?

The car should be good to drive after you start it
The ECU considers 'warmed up' based on coolant temperature, so it's probably best to get an AutoMeter gauge and see.

I think you misunderstand his question
He wants to know when the engine is considered warmed up enough where he can push the engine. You should keep the revs down until the engine has warmed up, then once it has you can drive it as you like. He wants to know what considers warmed up enough to drive it as you like.

Think of it as kind of like a reverse turbo timer, but instead of waiting for the turbo to cool down so its safe I'm waiting for the motor to warm up so i can use some b00st.

i wait until i get 1/4 scale deflection out of my temp guage before revving over 3,000 RPM. this would correlate to about 145 degrees. when fully warmed up it is 1/2 scale and 210 degrees.
start it, smoke a cigarette, and when you are done, the engine will be at operating temp by then, thats my theory, but I never put any load whatsoever on the motor until the thermostat has opened.

Main thing is letting the oil pressure build-up first, before you drive off...
