my engine at idle has been reving up and down on it's own from lower than 1,000 RPM to 1,500RPM

i replaced the thermostat, alternator, sparkplugs...etc

i was originally thinking it was my alternator but i got a reading at lowest point at 13.57 volts which should still be good
