Default SRS light on - Passenger side

I've had the SRS light on for quite some time in my 97 Civic EX. The code is something like "increased resistance in pass airbag." I have 2 basic questions;

1. If the light is on, does this mean that none of the airbags will deploy in the event of an accident, or will only the passenger's side not deploy?

2. If I disconnect the pass side, will this take care of the light, and will I be able to pass inspection this way? I have about a month until my inspection is due.

I searched, but you know how the search is on here...
