Default 91 Civic won't start

Hi.

My 91 civic dx will not start. At first I figured it was the fuel filter, so I went and changed it. Well, tried to change it anyway. The clamp that holds the fuel filter in place is not tight enough to keep the filter from spinning when I try to tighten the bolts that hold the fuel lines in place. What can I do to make it clamp tighter?

I checked my codes and i'm getting 8 and 16. So my tdc sensor and fuel system. This probabably means I need a new distributer, right? And how hard would it be to replace it?

Thanks

Below where you take off the bolt on the filter is a nut kinda 17mm, put that on there first to hold the filter in place, then loosen the nut.

the dist is easy to swap out, three bolts...try and remember where the plug wires go though...but try taking off the dist cap and have a peak at the condition.
