Will the FITV affect my throttle response?
Low coolant level
Insufficient coolant tempurature
Vacuum leaks
etc
The FITV (Fast Idle Thermal Valve, does just that; effects fast Idle. It does this by by sampling Coolant Tempurature and inducing additional ait to the intake tract.

Ok thanks adam!, I cleaned the egr ports on my accord today and were plugged up, feels a bit better now, is there any other thing i can do or clean on engine that could improve the performance?
It is an often overlooked service which can effect drivability.
A little more involved proceedure is decarboning of the Combustion Chambers.

For the time being, try cleaning the throttlebody (inside) with a spray can of carburetor cleaner. You want to remove any PCV residue which may have accumulated around the throttle plate.

The IACV can cause problems with throttle response, i.e. it can make TR erratic, which manifests as difficulty when rev matching for down shifts, making it harder than than it should be to make 'clean' down shifts (i.e rev rise tend to be less or more than expected when 'blipping' the throttle).
The IACV also tends to prevent the rpm from dropping instantly the moment the butterfly valve is shut, meaning rpm tend to 'hang' momentarily (or a bit longer...) when you are shifting up (or at least to not fall as sharply as would be the case should the IACV not exist).
I strongly recommend blanking off the ports into (or out of) the IACV for improved driveability (i.e. shifting), so long as you don't mind the idle speed being affected by auxilliary loads such as air con etc.
PS This is only an issue for manual box cars, not automatics.
