are there any C.A.R.B Legal turbos
Alright, someone is going to have to explain this to me then. How can a turbo, which is spooled by exhaust pressure, which then compresses air sent into the engine's head; have anything to do with the emissions of the engine?
The turbo doesn't emit anything but compressed air and already existing exhaust gases (through the dump - wastegate controlled) out of the exhaust. The engine is what produces the emissions, thus the engine's tuning is what needs to be corrected to have the emissions in the legal range.

The OP is asking if there are any CARB legal turbo kits, not about whether or not it's possible to make a turbo Honda pass some sort of sniffer test, which is certainly possible.
how can you do that?? i was talking to a smog tech in my area and he said that there is no way after market turbo or supercharged can be passed unless it came with the car stock.....so how can i turbo my prelude to be passable??

. Best bet for being legal in cali is all motor. Its a lot easier to hide some camshafts and other things compared to a big turbo lol.

you can't SMOG it, but you can make a prelude smog exempt.
and not even greddy kits are carb legal, they are whats called CARB PENDING. meaning next to nothing really now.

its not the actual emissions that fails, its the equipment associated with the turbo setup that makes it fail visual. modified intake and exhaust manifold. (CARB PENDING is no good, you need CARB LEGAL)
