Default H22a replaced timing belt now the car dies

Hi H22a civic
just replaced the timing belt and I have triple checked all

all pulleys at TDC
cams at tdc
oil pump lined up
flywheel directly on arrow through sight hole
#1 piston at highest stroke
rotor at #1
all simultaneous

but now when I turn the car on and tap on the gas the engine scares me and drops like low fuel..then I turn it off quickly

soo your thoughts?

does it do that when you dont tap the gas?
like what happens when you crank it with the gas pedal untouched

It idles very well and normal.

The timing belt is rubbing on the balance belt tensioner ripping it up and making a strange sound. I haven't quite figured out how to tighten the belts perfectly.

the drop in rpm may be caused by the belt rubbing on the other tensioner?

im guessing yea. cuz since it is rubbing, the rpm slows down cuz of the added friction. but it shouldnt drop much if it isnt rubbing much

actually its walking toward the edge of the cam gear.

and when I slowly spin the crank with a ratchet I can hear the belt tightening... May be normal but I cant make out which pulley the sound is coming from like its barely missing a tooth or somthing.

I defenitely need to fix the belt rubbing /walking problem but the service manual just doesn't give me the answer.
