Icon6 96 Accord-Sticky tach needle

Okay, I was reading on hmt what I could remove the green on the back of my tach and speedometer with rubbing alcohol WRONG! it doesn't work and also I had to pull my tach needle off obviously to get the tach off got it back together and my tach is off a few hundred rpms and its sticky in spots and kind of slow reacting. How do I fix guys?

If the car runs good and has no idling issues, with the cluster loose (but plugged into the harness); start it up the engine and let it warm up and settle down. With it idling reposition the needle to 700 RPM. Be careful not to push the needle too far down, I suspect it's rubbing on the faceplate.

P, I do not have the needle touching the face of the gauge, but if i push it in any further it will not move
