If its dirty/clogged and/or if the seal is bad you will get idle fluctuations. after swapping to an xs power intake manifold i had a surging idle and since i knew the iacv hadn't changed at all i finally figured well hell it won't hurt to replace the little seal in there. sure enough i replaced it and just like that the hunting idle was gone.

ok i changed the little seal on the iacv and it did nothing so then i took my intake off and i plugged the whole inside with my finger on the top hole and my car idle's perfect not the Fast Idle Thermo Valve but im pretty sure its the whole that goes to the iacv so does that mean my iacv is bad?

When the car is fully warmed up, plug the bottom hole in the tb. If there is a lot of suction then you need to fix your fitv. Its easy to do yourself.
