Default 96 accord headlight question

In the headlight assembly for the lows theres a deflector looking thing... Is there any way to take that out, and if i did would it make it any brighter or would it just cause the light to scatter, since im guessin thats what its there for but im not sure..

It serves two purposes:
Glare control and
It redirects light which would have been uselessly scattered back to the main reflector.
Any improvement (negligable) in lamp performance would be negated by having everyone and their mother flashing their high beams at you.
