well you really have given no info.

Are cables = spark plug wires?

I'd check timing, cap, rotor, plug wires and plugs. Especially if you don't know when the last time was they were replaced.

I don't think B16 have that much "power" to begin with.

I don't see why not.
A b series swap cost about 2,000 dollars to get it done legally, will waste a little more gas, weighs more, and the parts will be harder to find and more expensive. I think if you don't have anything special in mind, the a6 will do fine with that much invested in bolt ons and suspension.

But eh,

Check our timing and ignition parts, you should also give us some symptoms.

Does it make a deep loud sound but slow as hell? Like it sounds powerful but it's not? Kinda vague here.

Just because the D series is cheaper, doesn't make it the better swap. It's not like the guy said he was on a budget. Or that he wanted to swap engines for that matter.

B16A has no power? Slap on a turbo, check your battery, add naaws, check the main relay, swap in a K-series, check the starter, drive a stock HF and you will think a B16 is a jet engine...

Not sure which way to go here...

Try giving more than 5 word descriptions of your problem.

For instance: what is "really low" 550rpm? 1200? 3,000? how the hell are we supposed to guess all this ****.

OP fail.
