Default 1990 Accord slow to warm up

The temperature needle takes a good 3 miles to get off the peg but then comes up and runs steadily in the middle of the temperature range. Heat comes out of the heater relatively quickly, although not real warm at first, although the fast idle speed does take awhile to come down to the normal range. I have replaced the thermostat and gasket with no effect. I also checked the operation of the thermostat in hot water and it opens at the specified temperature.
I'm out of ideas.

Where is the car operated?
IE: Minnisota, Manitoba? Alaska? Florida?
Has the radiator been replaced?

You expect to start the engine and have instant heat?

The car is operated in Arizona. I'm talking outside temps in the 40 to 50 degree range. A friend has a 91 Accord and the temp needle comes up to normal operating temperature in less than a mile.
The radiator has been replaced about 2 years ago with an aftermarket unit.
