Default Do I have to sand down the wiper arms?

I am looking to repaint my wiper arms because its turning chrome and rusty. I already read the FAQ that shows you how to paint your window trims black. It also showed repainting the wiper arms but it didnt specifically say if I have to sand it down. Do I have to necessarily sand down pretty much anything if I plan to repaint it? If so, which grit sand paper should I use for the wiper arms?

Just use a 3-400 grit to sand the arms, if the rust is really bad, go down a notch in the paper grit.

Make sure everything is smooth before painting

to give some adhesion to your paint .. yeah you need to sand them down
just use a 400 grit and paint over it ..

if they're really faded , rusted , use a 100-180 grit and apply 2 little coats of primer on them , sand with 400 and paint
