Default Electrical Load Detector

Okay I did a search and came up with if your throwing a code 20.

-Look at all the grounds in the engine bay make sure they are all good.
If the grounds are good you have to replace the fusebox.

-Fuse box under the hood,
Do you replace the whole thing or all the fuses? to fix a code 20.

Thanks I just wanna make sure this is the right way to fix the problem.
