Default B16A2, how to make major top end power (N/A)?

I want a quick car (doesn't everyone?) and I want my power to be mostly in top end (as obviously b16's are torque-less wonders) and I want to start building my motor up ALL N/A

I know i can't just jump into 13's, but i want to get there eventually with my 98EX chassis and my soon to be installed 99 b16...

I was wondering what mods or what areas of my engine will be the most benifical?

Is there a better intake than the AEM CAI? With all of them out there I thought there might be one i missed that is better..

headers? TODA??

Exhaust?? and should i focus work on a Gude Head Package or something? Intake Manifold/Cams? Pistons? Is compression ratio a huge part of N/A tuning?

any help is appreciated !!!

thanks again,
mike

p.s. sorry the post isn't very organized

T3/T4 should do the trick

Edit* Sorry missed the N/A.
Head work and high compression should help.

Probably going to need some higher compression to go along with some good cams. Not sure if you could hit 13's with ITR cams, but it may be possible. The cheap route would probably be ITR Cams, thinner head gasket, Skunk Intake mani, ITR throttle body, ITR valve springs, ITR lost motion assemblies, and a Jspec ITR header. Plus a 97-98(?) ITR ECU.

More expensive, but not too bad would be something like CTR Pistons, Jun 3 cams, some aftermarket company valvetrain, skunk mani, bigger TB, toda or Jun header, and a tuned hondata system.
