Thats right. Riding lipless till now. Drive a 98 4dr civic.

But uh.. the problem is no holes... is this common? Do I need to drill them out myself?

I would assume not. It was a birthday present from a bunch of my friends.

How can I tell?

 

If it is oem it would have the holes. As for no holes on aftermarket ones it's pretty common. A lot of those lips are just secured on the sides, but if it is flush on the underside of the bumper you could put additional fasteners.
